Victor McDowell, Jr. possesses over 20 years of distinguished law enforcement experience, including nearly 13 years in senior executive roles. As Deputy Chief of Police, he has built a strong reputation as a collaborative leader, effectively engaging diverse community stakeholders. Since joining the National Organization of Black Law Enforcement Executives (NOBLE) in 2013, Victor has served in various leadership roles, including Sergeant-at-Arms, Second Vice President, and currently, President-Elect.

He holds a Bachelor of Science degree from Indiana Wesleyan University and a Master of Arts in Psychology from Cleveland State University.
